I am not sure where you are getting your information from. The Model Parliament, the first official Parliament of England, met in the Palace, in 1295. There had been a royal residence at Westminster in Saxon times, and William I lived there for a period after the Norman Conquest. The oldest surviving buildings date from the reign of William II, who reigned from 1087 to 1100.

There was a fire in part of the Palace in 1512, which is when English Kings stopped using the building as a a residence.
