The Palace of Westminster next to the River Thames has been the seat of the two Houses of Parliament since 1512.
The Big Ben clock tower is part of the Palace of Westminster.

I am not sure where you are getting your information from. The Model Parliament, the first official Parliament of England, met in the Palace, in 1295. There had been a royal residence at Westminster in Saxon times, and William I lived there for a period after the Norman Conquest. The oldest surviving buildings date from the reign of William II, who reigned from 1087 to 1100.
There was a fire in part of the Palace in 1512, which is when English Kings stopped using the building as a a residence.
